Third-Party requirements for doing construction work near Light Rail Transit projects or Priority Transit Projects
Building Near Metrolinx - Guidelines and Permits
If you are a utility company, municipality, contractor, developer, private property owner or any other entity, and are planning to undertake any work involving, but not limited to, excavating, performing maintenance, making additions/upgrades/alterations to existing plant, installing new plant, directional boring and/or drilling, road reconstruction or resurfacing, within the municipal road rights-of-way of the Metrolinx Light Rail Transit (LRT) or Priority Transit Project (Subways) you will require specific approvals and permits from Metrolinx before construction can begin.
Consistent with the established Public Utility Coordination Committee (PUCC) requirements, Metrolinx must review all third-party submissions within the established project review zones for the purposes of confirming an “Absence of Conflict” with any Metrolinx existing and planned infrastructure as well as ongoing Metrolinx project works.
Light Rail Transit Projects (Eglinton Crosstown & Finch West LRT)
For any proposed work within the Municipal Consent Review and Roadway Coordination Zone, applicants must submit their requests for review as per below:
Applicants must submit the following documents to MCReviews@metrolinx.com
- Detailed description of the work (Scope of Work document)
- Civil plans in PDF and CAD formats. If drawings are not available, the applicant must submit a proper concept (i.e. using Google image or other real time image) showing the exact location and scope of work
- Construction Schedule & Duration of Work
- Traffic Management Plans
Once the complete package is received, Metrolinx will issue an acknowledgment email stating that the review process has began. Kindly note, incomplete submission will result in a delay. For Emergency Work within the LRT zones, MCR is not required.

Work within Priority Transit Project review zones (subways)
Work outside of the Transit Corridor Lands but within the Priority Transit Project Review Zones (Scarborough Subway Extension, Ontario Line, Eglinton Crosstown West Extension, Yonge North Subway Extension, Hamilton LRT), require a Metrolinx review and sign-off.
Applicants must submit their requests for review to: MCReviews@metrolinx.com
Applicants must ensure that submissions include the following information:
- Civil plans in PDF and CAD formats. If drawings are not available, the applicant must submit a proper concept (i.e. using Google image or other real time image) showing the exact location and scope of work
- Construction Schedule & Duration of Work
- Traffic Management Plans
Work within the Transit Corridor Lands of any Priority Transit Project may also require a Corridor Development Permit. Please refer to our Corridor Development Permit Process for more information.
