CORTM Implementation for Metrolinx Construction Projects
Metrolinx will be implementing the Certificate of Recognition (CORTM) safety program for its construction projects over the coming months. The CORTM program is issued and administered by the Infrastructure Health and Safety Association (IHSA) and will supplement Metrolinx’s current safety requirements. All vendors bidding on Metrolinx construction projects as General Contractors after October 1, 2016 will be required to have CORTM Certified status in order to be considered for any contract award and further, must maintain certification in good standing for the duration of any awarded contract.
In order to allow vendors sufficient time to achieve full process certification by the October 1, 2016 deadline, Metrolinx will be phasing in the implementation of CORTM requirements to ensure that vendors have sufficient time to enroll in the program such that the number of certified vendors remains sufficient to allow for competitive bidding. Consequently, vendors interested in bidding on Metrolinx construction opportunities as General Contractors are encouraged to familiarize themselves with CORTM and the respective requirements for the program.
The phased-in approach requires vendors to achieve the following CORTM statuses. In order for bids to be considered for any Metrolinx construction tender award, those vendors acting as General Contractors must achieve the following milestones by the dates indicated below:
- CORTM “Registered” status with IHSA by October 1, 2015, regardless of estimated project value.
- CORTM “Internal Assessment” status with IHSA by April 1, 2016, regardless of estimated project value.
- CORTM “Certified” status with IHSA by April 1, 2016, for construction projects with an estimated value in excess of $25 million.
- CORTM “Certified” status with IHSA by October 1, 2016, regardless of the estimated project value.
Achieving each of the above CORTM statuses shall be a mandatory requirement in Metrolinx construction tenders as of the dates indicated above. Vendors failing to achieve the indicated status at the time of bid submission shall be disqualified from such tendering process.
