Preferred teams selected for two major Ontario Line contracts
Identification of delivery partners a big step forward for 15.6-km subway line.

In case you missed it, Metrolinx and Infrastructure Ontario (IO) recently named the preferred teams for delivering the Southern Civils, Stations and Tunnel (South Civils) contract and the Rolling Stock, Systems, Operations and Maintenance (RSSOM) contract – two major packages of work for the Ontario Line.
After evaluating all the bids received in response to a Request for Proposals, a “preferred proponent” is selected based on how well their submission meets the contract requirements. Once a team is selected as a preferred proponent, negotiations continue until a final contract is signed.
“Selecting preferred proponents for these contracts is a major milestone because it brings us another step closer to starting major construction and giving Toronto better, faster, more integrated transit,” says Malcolm MacKay, Metrolinx sponsor for the project.
The Ontario Line is being delivered through various contracts, and South Civils and RSSOM are among the largest for the project.
The contract will include construction of a six-kilometre tunnel and seven stations between Exhibition to the Don Yard tunnel portal.
The Ontario Line contract includes a 30-year term for operating and maintaining the Ontario Line, in addition to delivering some important technology and infrastructure.
This includes the trains, or “rolling stock,” the tracks the trains will run on, and the various systems that will provide power and allow for communication between the operations control centre and the trains.
This team will also build and operate the maintenance and storage facility, where trains will be stored, inspected, repaired and cleaned.

“People in Toronto are ready for new and expanded stations, better connections and the latest vehicle technology.”
South Civils and RSSOM preferred proponents
Ontario Transit Group (OTG) has been selected as the preferred team to deliver the South Civils contract. The following companies make up the OTG team:
- Ferrovial Construction Canada Inc., VINCI Construction Grands Projets
- AECOM Canada Ltd., COWI North America Ltd., GHD Limited, SENER Group
- Ferrovial Construction Canada Inc., Janin Atlas Inc.
- HSBC
Connect 6ix has been selected as the preferred team to deliver the RSSOM contract. The following companies make up the Connect 6ix team:
- Plenary Americas, Hitachi Rail, Webuild Group (Salini Impregilo Canada Holding Inc.), Transdev Canada Inc.
- Hitachi Rail, IBI Group Professional Services (Canada) Inc.
- Hitachi Rail, Webuild Group (Astaldi Canada Design & Construction Inc. and Salini Impregilo Civil Works Inc.), NGE Contracting Inc.
- Hitachi Rail, Transdev Canada Inc.
- National Bank Financial Inc., Sumitomo Mitsui Banking Corporation
Metrolinx and IO expect to officially award the contracts later this year.
